CONSULTANT TO CONDUCT AN ENDLINE SURVEY AND OUTCOME HARVESTING FOR THE MAHAKAMA HURU NYANJANI PROJECT

Kituo Cha Sheria, with support from the Embassy of the Netherlands in Kenya through the UNDP Amkeni Wakenya Programme, is implementing the Mahakama Huru Nyanjani project aimed at promoting access to justice through strengthening awareness and utilization of the Small Claims Court framework in Mombasa County. Following the successful implementation of the project, Kituo Cha Sheria seeks to engage a qualified consultant to conduct an endline survey and outcome harvesting exercise for the project.

Purpose of the Consultancy

The purpose of the consultancy is to assess the effectiveness, outcomes, and overall impact of the Mahakama Huru Nyanjani project. The consultant will document key achievements, lessons learned, challenges encountered, and best practices that can inform future programming and replication of similar interventions.

Scope of Work

The consultant will be expected to:

  • Design an appropriate methodology and tools for conducting the endline survey and outcome harvesting exercise.
  • Review relevant project documents, reports, and monitoring data.
  • Conduct stakeholder interviews, focus group discussions, and key informant interviews with project beneficiaries and partners.
  • Assess the effectiveness and impact of project interventions on access to justice and utilization of the Small Claims Court.
  • Identify key outcomes, lessons learned, challenges, and best practices.
  • Prepare and submit a comprehensive endline survey and outcome harvesting report with actionable recommendations.

Deliverables

The consultant shall provide:

  1. An inception report detailing the methodology and work plan.
  2. Data collection tools and survey instruments.
  3. A draft endline survey and outcome harvesting report.
  4. A final report incorporating feedback from Kituo Cha Sheria.

Qualifications and Experience

Interested consultants should possess:

·       Bachelor’s degree in Law, Development Studies, Social Sciences, Monitoring and Evaluation, or a related discipline from a recognized institution.

·       At least five (5) years of proven experience in designing and conducting evaluations, outcome harvesting, assessments, and research assignments for donor-funded programs and projects, with demonstrated expertise in data collection, analysis, reporting, and utilization of findings to inform program improvement and decision-making.

  • Strong knowledge of governance, access to justice, and legal empowerment programming.
  • Excellent analytical, report writing, and communication skills.
  • Experience working with civil society organizations and justice sector stakeholders will be an added advantage.

Duration of the Assignment

The consultancy is expected to be conducted within a period of 30 days from the date of contract signing.

ICT Officer–Consultant

Kituo cha Sheria is a leading Kenyan non-governmental organization dedicated to providing access to justice for the poor and marginalized through legal aid, advocacy, and community empowerment. In pursuit of its mission, Kituo cha Sheria leverages technology to enhance legal aid delivery, manage case data efficiently, and support its advocacy initiatives.

To strengthen its ICT capacity, ensure system security, and improve digital service delivery, Kituo cha Sheria seeks the services of an ICT Officer–Consultant to oversee ICT operations, lead system improvements, and conduct a comprehensive IT audit to ensure compliance, efficiency, and alignment with best practices.

Objective of the Assignment

The ICT Officer–Consultant will ensure robust, secure, and efficient ICT systems that support Kituo cha Sheria’s operations and programs. This includes maintaining ICT infrastructure, developing and supporting systems and driving digital transformation aligned with the organization’s mission.

Scope of Work / Key Responsibilities

ICT Infrastructure Management

  • Implement digital security and ICT audit report recommendations aimed at upgrading KITUO’s ICT infrastructure.
  • Maintain, upgrade, and troubleshoot computer hardware, software, and network systems.
  • Ensure reliable internet connectivity and network security.
  • Manage ICT asset inventory, servicing, and disposal in compliance with policy.
  • Implement and monitor data backup and recovery systems.

Systems Development and Support

  • Manage and update Kituo cha Sheria’s clients and case management system and databases.
  • Support and maintain the organizational website and online legal aid platforms.
  • Customize or develop ICT tools to improve service delivery, including mobile applications for legal aid.
  • Provide ICT support and training to staff to enhance digital literacy.

 Information Security

  • Implement and update cybersecurity measures, firewalls, and antivirus solutions.
  • Develop and enforce ICT security policies and procedures.
  • Ensure compliance with Kenyan Data Protection Act and other relevant regulations.

Digital Transformation & Innovation

  • Support the rollout of online legal services and e-learning platforms for paralegals.
  • Explore and integrate innovative digital tools for legal awareness campaigns.
  • Research and recommend emerging ICT solutions relevant to access-to-justice work.
  • Begin the process of documenting, organizing, and maintaining Kituo cha Sheria’s ICT records, policies, and standard operating procedures to ensure consistency, compliance, and ease of reference for current and future operations.

Deliverables

  • Monthly ICT operations and maintenance reports.
  • Updated and secure ICT systems, databases, and websites.
  • Support in procurement of required ICT materials.
  • Staff ICT training sessions and user guides.
  • Implementation plan for audit recommendations and suggest further audits.
  • Maintain inventory of ICT infrastructure.

Duration & Level of Effort

The consultancy will run for Three (3) months on a full-time. Extensions will depend on performance and organizational needs.

Reporting & Supervision

  • Primary: The ICT Officer–Consultant reports to the Executive Director (or ED’s office), especially for strategic oversight and accountability.
  • Secondary (functional): Day-to-day supervision could come via a department overseeing Finance & Administration, or Support Services, depending on internal operations stretching from the Personal Assistant in the Office of the Executive Director

 Qualifications & Experience

Essential:

  • Bachelor’s degree in Information Technology, Computer Science, or related field.
  • At least 3 years’ experience in ICT support and systems administration.
  • Strong understanding of network management, database systems, and web administration.
  • Demonstrated knowledge of ICT security protocols and compliance frameworks.
  • Excellent analytical, communication, and training skills.

Desirable:

  • Experience in the NGO or access-to-justice sector.
  • Knowledge of open-source legal case management systems.
  • Ability to adapt technology for low-resource environments.

Payment Terms

Payment will be made on a monthly basis upon submission and approval of deliverables, including ICT performance reports.
