Job Description
The CoLMEAL Officer will lead and strengthen community-led
monitoring, evaluation, accountability, and learning processes within the
TOGETHER Project. The role focuses on strengthening community-led rights
protection among AGWs by equipping them and their community leaders with the
skills and tools needed to identify challenges, generate evidence, and drive
locally led solutions to SRHR/SGBV issues. Through sustained mentorship,
technical guidance, and collaboration with community structures and health system
actors, the CoLMEAL Officer supports the scale-up of community-driven
approaches that improve service delivery, accountability, and long-term
protection outcomes.
Specific Tasks
- Design,
initiate, and facilitate productive, collaborative, respectful, and
solution-oriented community-level monitoring evaluation, accountability,
and learning systems.
- Provide
technical leadership in planning, scheduling, and implementing
CoLMEALxactivities, ensuring all processes are carried out and reported
within workplan timelines.
- Facilitate
and support community monitoring teams to make evidence-based
decisionsxand report results, while guiding community members to identify
their SGBV issues,xdefine the changes they want to see, and develop their
own indicators and measures ofxsuccess to strengthen community ownership.
- Foster
and maintain strong relationships with community members, local
government, and other stakeholders by promoting community-led rights
protection and integrating SRHR/SGBV activities within existing community
and government structures. This includes supporting the initiation and
strengthening of community-based processes and systems for data
collection, analysis, service delivery, and long-term project
sustainability.
- Develop
and implement work plans for the CoLMEAL scale-up, ensuring they
strengthen community-led rights protection among AGWs.
- Actively
identify and incorporate opportunities to link CoLMEAL activities with
other ongoing program interventions.
- Conduct
engagement activities with local, regional, and national stakeholders for
policy change and impacts on the ground.
- Act as
the lead trainer on CoLMEAL by providing targeted mentorship,
skills-building, and continuous guidance to community members—including
marginalized and vulnerable groups—to enable them to lead their own MEAL
processes. This includes training and coaching in community-led rights
protection, data collection, analysis, validation, dissemination,
reporting, and the effective use of evidence to achieve the project’s
intended outcomes.
- Work
with communities to co-design data collection tools (e.g., surveys, FGD
guides) that are context-specific, fit-for-purpose, and accessible to
different groups in line with their pathways.
- Promote
data use and learning by ensuring that information gathered from the field
is primarily used by communities for decision-making, adaptive management,
continuous learning, and project reporting.
- Support
communities to use their self-generated evidence to foster accountability
and drive SRHR/SGBV advocacy, including holding duty-bearers accountable,
advocating for improved services, and influencing local SRHR/SGBV policies
and decision-making processes.
- Provide
support in project communication to ensure all stakeholders are informed
about project objectives, activities, progress, and opportunities for
involvement throughout implementation.
- Contribute
to the development of the Program implementation Plan (PIP), annual work
plans and detailed implementation plans (DIPs) to identify project targets
and ensure inclusion of M&E activities
- Support
the development, design, and writing of proposals and concept notes for
related programming information management and reporting
- Perform
other duties as deemed relevant to the assignment and advancement of the
project objective by the supervisor
Desired Competencies and Minimum Qualifications
- Education
University degree in statistics, demographics, public health, or
international development with additional training in the field of
monitoring and evaluation is preferred.
- Experience
At least three (3) years of experience in project implementation, with
demonstrated expertise in community-led approaches for rights protection
and their contribution to enhancing protection rights against GBV and
CEFM.
- Extensive
experience in facilitating training and mentorship, with a strong focus on
community empowerment and GBV prevention/response.
- Strong
background in participatory analysis, community evidence generation, and
supporting communities to use evidence for action, advocacy, and
accountability.
Project Manager- TOGETHER Project at Adventist Development and Relief Agency (ADRA)
Job Description (Summary)
The Project Manager provides technical leadership,
day-to-day management, and coordination of
the TOGETHER project at the field level in Turkana County. The position works
closely with
implementing partners and relevant government departments to ensure effective
planning,
implementation, and support for all project activities.
Specific Tasks
Project Implementation and Accountability:
- Ensure
the timely planning of project activities through the development of
Program Implementation Plan (PIP), Annual Work Plans, Detailed
Implementation Plans, Monthly Activity Schedules and Procurement Plans.
- Oversee
the accomplishment of the project activities in line with the project
plans and DIPs within the approved project timeframes.
- Identify
and manage project risks, whilst ensuring timely communication of emerging
risks and possible mitigation measures, to the programs department.
- Ensures
timely preparation and summation of all activity approvals, financial and
purchase requests for all related project activities by the project staff,
as well as timely reporting (programmatic and financial reporting).
- Develop
strategic innovations that enhance the sustainability of the project and
create an opportunity for scale up or future funding.
- Ensure
that quality and standards are maintained through the entire project
implementation.
- Staff
Management
- Supervises
15+ staff assigned to the project.
- Guide,
mentor and coach the project staff under his/her supervision in ensuring
quality planning, execution, monitoring and reporting of the project
activities.
- Set
achievable targets and key performance indicators for the project staff,
in line with the project objectives.
- Conduct
performance appraisals for the project staff, and report to the programs
and HR department.
- Ensures
clear communication amongst the project staff, proper behavioral conduct
and an amicable way of resolving issues. Escalate issues that need
attention of and action by the senior management.
- Mentor
the project staff on project implementation, collaborations, stakeholder
relations, project reporting and communications.
- Identify
any staff training needs and propose to the Programs Department.
- Project
Monitoring, Reporting and Transition
- Responsible
for the overall monitoring of the implementation progress of the project
in line with the project outcome and output indicators.
- Ensures
all project reports (monthly, quarterly, semi-annual and annual) are
prepared and submitted as per the donor guidelines (ensuring timeliness
and quality). Progress reports may be requested on a need-basis.
- Prepare
a timely project exit strategy and plan, for gradual and system planning
to the end of the project.
- Stakeholder
Management and Collaborations
- Map
out, document, and share on a regular basis all the stakeholders relevant
to the project.
- Identify
and address any needs amongst the stakeholders, which may influence the
project implementation.
- Establish
and maintain good working relationships with other implementing
organizations and stakeholders within the project location.
- Strategically
engages relevant County partners and stakeholders in the project
activities.
- Represent
ADRA Kenya in all relevant County and Stakeholder forums including CSGs.
- Actively
participate in County planning meetings and/or with other agencies, for
strategic maximization of possible complementary funding of the project
activities.
- Documentation:
- Responsible
for the safe keeping and filling of all project documents including the
Agreements, Project Proposals, Change Requests/Proposals, Budgets,
Quarterly, Baseline, Quarterly, End-Evaluation and Project Closure reports
and back-up on the office server.
- Lead
the project officers in documenting project and submitting success stories
with every progress report.
- Lead
the project officers in ensuring that all project photos and all relevant
media from the project initiation to closure are deposited in a named
project folder and backed up in the office cloud server.

Technical Field Facilitator – Health at Adventist Development and Relief Agency (ADRA)
The Technical Field Facilitator Health will support the
implementation of gender- and ageresponsive health services under the STRONGER
project. This role will be responsible for strengthening the capacity of health
care workers, supporting the delivery of inclusive and quality SRHR and GBV
services, and ensuring outreach and clinical interventions are aligned with
project goals.
Key Responsibilities
- Health
Systems Strengthening and Capacity Building
- Work
with County Health Management Teams (CHMTs), facility staff, and community
health structures to identify capacity gaps.
- Facilitate
trainings and refresher sessions for Primary Health Care Workers (PHWs),
Community Health Volunteers (CHVs), and Community Health Promoters (CHPs)
on
- GAR,
SRHR, and survivor-centered GBV care.
- Support
integration of environmental and climate-sensitive practices into health
service delivery.
- Outreach
and Clinical Service Support
- Support
mobile and facility-based SRHR/GBV outreach services, ensuring
availability of clinical and psychosocial support.
- Collaborate
with facility staff and other partners to operationalize GBV Help Desks
and ensure AGW can access needed services.
- Monitor
service availability and quality across community and facility-level
interventions
- Coordination
and Stakeholder Engagement
- Participate
in local health stakeholder forums, including health sector working
groups.
- Work
with local health facilities to implement referral pathways and community
sensitization on available health services.
- Link
communities to supportive services including family planning, mental
health, and youth-friendly care.
- Monitoring,
Learning, and Documentation
- Collect
and analyze health-related data, including disaggregated indicators on
service uptake.
- Document
case studies, lessons learned, and innovative practices in health systems
strengthening.
- Support
preparation of reports, learning materials, and presentation of outcomes
to the broader STRONGER team and partners.
Desired Competencies and Minimum Qualifications
- Education
Diploma in public health, Nursing, Clinical Medicine, Community Health, or
related discipline
- Experience
Minimum 1 years’ experience working in community or facility-based health
programming.
- Demonstrated
experience in SRHR, GBV prevention and response, or health system capacity
building.
- Experience
working in ASAL or similarly marginalized contexts will be an added
adavantage
Technical Field Facilitator – CoLMEAL and Action Grants (2 Positions) at Adventist Development and Relief Agency (ADRA)
Key Responsibilities
- Community
Engagement and CoLMEAL Implementation
- Help
train youth, girls, women, and local leaders on CoLMEAL tools and simple
ways to collect and use data.
- Assist
in setting up and supporting CoLMEAL Groups in villages and helping them
stay active.
- Mobilize
community members for meetings, trainings, or special events when needed.
- Act as
the main contact between the community and ADRA Kenya to share information
and feedback.
- Action
Grants Administration and Oversight
- Help
community groups (especially youth and women groups) create gender-aware
proposals that solve local problems.
- Assist
the CoLMEAL Officer during trainings on grant writing, budgets, and basic
risk management.
- Visit
grantee groups regularly to check progress and help solve small problems.
- Make
sure community groups keep simple records like signed attendance lists,
photos, and legal receipts.
- Support
monitoring of how the small grants are spent and report anything that
needs support or correction.
- Participatory
Monitoring, Learning, and Knowledge Management
- Support
CoLMEAL groups to collect and record gender-disaggregated data and other
useful information.
- Use
basic CoLMEAL and MEARL tools to track what’s working and what needs
change in activities.
- Help
plan or participate in small community learning or feedback forums.
- Share
useful information with the CoLMEAL Officer and help write short community
updates when needed.
- Participatory
Monitoring, Learning, and Knowledge Management
- Support
the communications or advocacy officer to document short stories, quotes,
or events from the community.
- Help
organize community forums and feedback sessions, like scorecard meetings
orbarazas.
- Build
and maintain good relationships with ward-level government offices, CBOs,
and youth/women leaders.
- Keep
regular contact with the ADRA team to make sure the community activities
stay on track and challenges are reported early.
Desired Competencies and Minimum Qualifications
- Education
Diploma in Social Sciences, Diploma in Community Development or Social
Work or related discipline
- Experience
At least 1 year of experience in community development, participatory
monitoring and evaluation, grants administration, or grassroots advocacy.
