Implementation of ethics training, outreach and
awareness-raising activities
- Contribute
to the conceptualization, development and improvement of the Ethics Office
training, outreach and awareness-raising material, ensuring material is
adapted to the local or office specific settings.

Education

Ethics Advisor, Case Management (Retainer) at United Nations Office for Project Services (UNOPS)
Case management in relation to cases of protection
against retaliation under guidance of the Director of the Ethics Office
- Conduct
preliminary (prima facie) reviews of whistleblower protection against
retaliation cases, including speaking with reporters and other relevant
parties and examining submitted documentation, requiring in-depth
understanding of the UNOPS regulations, rules and policies as well as the
international administrative legal framework and jurisprudence.
- Recommend
and draft requests for measures to safeguard reporters’ interests while
the review is ongoing.
- Where
the preliminary review results in a determination of no prima facie
retaliation, draft a formal memorandum to the reporter outlining the legal
reasoning and analysis for the determination.
- Where
the preliminary review results in a determination of prima facie
retaliation, draft a formal memorandum to the Internal Audit and
Investigations Group (IAIG), mandated to undertake the investigation into
the retaliation allegation, detailing the allegations and conclusions.
- Upon
receipt of the investigation report, make an independent review of the
report and related to documentation, make a final determination of the
case, and inform the reporter of the outcome.
- Draft
recommendations on managerial intervention or corrective measures, where
appropriate.
- Ensure
and promote consistent ethical advice and compliance with ethics-related
policies, especially the ones related to whistleblowing mechanisms and
retaliation through the provision of advisory on sensitive cases.
- Consult
and liaise with stakeholders, including Senior stakeholders as applicable,
during the implementation phase of the revised whistleblower mechanism.
- Contribute
to improving standard operating procedures and internal policies related
to handling of protection against retaliation requests.
Education

Gender Specialist (Buildings Design and Construction Focus) at United Nations Office for Project Services (UNOPS)
Functional Responsibilities
Under the direct supervision of the Project Manager, the
Gender Specialist (Building Design and Construction Focus) will be responsible
for the following duties:
Design Review and Input:
- Review
architectural designs and construction plans to ensure they are
gender-responsive and address the specific needs of women and girls,
including safety, privacy, accessibility, and cultural sensitivity.
- Provide
recommendations on design modifications to enhance the safety and security
of the shelters, considering factors such as lighting, visibility,
privacy, security and access control.
- Advise
on the selection of materials and technologies that are appropriate for
women’s needs and preferences.
Construction Monitoring and Supervision (Subject to
needs):
- Monitor
construction activities to ensure that gender considerations are being
implemented effectively.
- Conduct
site visits to assess the quality of construction and identify any
potential gender-related issues.
- Provide
guidance to contractors and construction workers on gender-sensitive
construction practices.
Community Engagement and Consultation:
- In
coordination with UN Women, facilitate consultations with women and girls
in the affected communities to gather their input on the design and
construction of the shelters.
- Ensure
that the voices of women and girls are heard and that their needs are
reflected in the final design.
Capacity Building and Training:
- Develop
and deliver training programs for project staff, consultants and
contractors, on gender equality and gender-sensitive construction
practices.
- In
coordination with UN Women, promote the participation of women in the
construction workforce.
Reporting and Documentation:
- Prepare
regular reports on the integration of gender considerations into the
project.
- Document
best practices and lessons learned for future projects.
Coordination and Collaboration:
- Work
closely with UN Women and other partners including but not limited to the
Ministry of Family and Social Services to ensure a coordinated approach to
gender mainstreaming.
Impact of results:
The Gender Specialist’s contributions will directly impact
the quality and effectiveness of the women’s shelters. By ensuring that the
shelters are designed and built to meet the specific needs of women and girls,
the specialist will contribute to their safety, security, and well-being. The
specialist’s work will also promote gender equality and women’s empowerment in
the affected communities.
Education:
- Advanced
university degree (master’s or equivalent) preferably in gender studies,
architecture, engineering, or a related field.
- Bachelor’s
degree in related discipline in combination with additional 2 years of
relevant work experience may be accepted in lieu of an advanced university
degree.
Experience:
- Minimum
of 5 years of experience working on gender equality and women’s
empowerment issues in the construction sector is required.
- Experience
in designing and implementing infrastructure projects for survivors of
violence against women and girls, with a focus on gender-sensitive
construction is desirable
- Experience
working with international organizations or NGOs is an asset.

working in Türkiye or similar cultural contexts is an advantage.
Communication Specialist (Hygiene Retainer) at United Nations Office for Project Services (UNOPS)
Under the direct supervision of the Project Manager, the
Communications Specialist will support the development of a comprehensive and
context-specific Communication Plan that will guide the overall hygiene
campaign implementation. The role involves both a month of remote work and one
in-country mission of approximately one month, during which the specialist will
conduct field consultations and coordinate closely with stakeholders.
Design and deliver a Communication Plan, including:
- Definition
of culturally appropriate and inclusive key messages;
- Identification
of target groups and outreach strategies;
- Customization
of communication channels for each group (e.g., schools, churches,
clinics, market audiences);
- Development
of a time-bound implementation schedule;
- Definition
of monitoring framework linked to behavior change indicators.
Stakeholder Engagement and Field Collaboration
- Conduct
consultations with Water PNG, community representatives, teachers, health
workers, youth and women’s groups, and local authorities to inform the
development of inclusive messages and formats.
- Integrate
GEDSI (Gender Equality, Disability and Social Inclusion) considerations
across the plan, including through visuals, language, and access to
materials.
- Ensure
consistency of messaging with broader WSSDP and national hygiene

Knowledge Products and Guidance
- Review
and advise the Implementing partner (IP) on the design of outreach
materials including posters, banners, outreach message and videos.
- Review
and provide inputs on the training booklet and the methodology of the
activities implemented by IP to ensure maximization of outreach and
behavioral change impact
- Recommend
clear instructions for trainers, teachers, and implementing partners on
how to deliver and contextualize key messages in training and public
sessions.
Coordination and reporting
- Provide
periodic updates to the UNOPS team and contribute to donor reporting as
required.
- Submit
a draft Communication Plan after fieldwork, followed by a final version
incorporating feedback from stakeholders.
Education:
- Advanced

Transactional Procurement Support services
Administers a range of transactional-procurement support
activities, ensuring compliance with UNOPS rules, regulations, policies
and strategies, focusing on achievement of the following results:
- Incorporation
of necessary steps to embed sustainability in the procurement process.

of submissions to the Contract and Property Committees (CPCs).
- Completeness

PAF Support Senior Associate, NDC Partnership – Retainer, Homebased (Readvertisement) at United Nations Office for Project Services (UNOPS)
PAF WINDOW 1
- Regularly
update the PAF Window 1 guidance note to reflect any process or
requirement changes, ensuring the latest version is accessible and readily
available to staff and hosts.
- Centralize
process questions, general queries and other clarification requests and
provide timely responses and guidance, liaising with others in the team
and relevant hosts’ personnel as needed.

that the PAF Window 1 Monday board is up to date, engaging the Country
