Local Economic Development Expert at UN-Habitat
SCOPE OF WORK
Under the guidance and direct supervision of the Dowladkaab Programme Manager,
the Consultant will perform the following main tasks:
- Conduct
a comprehensive review of the current laws, policies, and regulations
relevant to LED at Federal level and in Hirshabelle, Galmudug, Jubaland
and Southwest States of Somalia and identify gaps, constraints, and
enabling factors within these frameworks that influence the establishment
and operation of an LED Forum.
- Identify
and engage a diverse range of stakeholders, including representatives of
public institutions, private sector entities, community organizations,
diaspora members, development partners and civil society.
- Facilitate
consultative meetings and interviews to gather insights on expectations,
preferred compositions, roles, and responsibilities for the LED Forum.
- Develop
a term of reference for the LED Forum of Jawhar, Kismayo, Adado and Barawe
and clearly articulate the functions of the LED forum, define governance
structure that sets out composition, representation, organizational
structure, membership criteria, decision-making processes, develop
reporting lines and accountability mechanisms to foster transparency and
effective oversight.
- Map
relevant local, district, and regional government institutions and
development committees with which the LED Forum should coordinate and
design mechanisms for regular information sharing, joint planning, and
collaborative implementation between the LED Forum and these bodies.
- Identify
existing and potential economic drivers, value chains, and bottlenecks for
local economic development at districts
- Develop
a three-year strategic plan for the LED Forum for Jawhar, Kismayo, Adado
and Barawe and present lead consultation workshops with the relevant
stakeholders to ensure the strategic plan is informed by their input and
reflects a broader consensus amongst the stakeholders.
- The
strategy must also identify incentives to encourage active participation
and sustained engagement by forum members and stakeholders.
- Provide
an orientation and induction training for the LED forum secretariat
established in the districts to ensure that they understand their terms of
references and able to operationalize the strategic plan
Qualifications/special skills
- Advanced
University degree in business administration, commerce, public
administration, development studies, governance, leadership, political
science, international relations,, business management, economics,
communication or any other related field is required. first-level
university degree in combination with qualifying experience may be
accepted in lieu of the advanced university degree
- At
least 5 years experience in local economic development and private sector
engagement is required
- Proven

Public-Private Partnership (PPP) Expert at UN-Habitat
SCOPE OF WORK
Under the guidance and direct supervision of the Dowladkaab
Programme Manager, the Consultant will perform the following main tasks:
- Convene
an inception meeting with key stakeholders to create a shared
understanding on the approach of the work, finalize the work plan,
methodology, and key milestones.
- Conduct
a comprehensive review of the existing federal, state and local level
legal, regulatory, and policy frameworks relevant to PPPs and identify
financial barriers/ opportunities for state and local government
- Assess
the current institutional capacity, governance structures, and financial
management systems of the local government of Jawhar, Kismayo, Adado and
Barawe and the Ministry of Public Works, Housing and Constructions of four
FMS – Hirshabelle, Jubaland, Galmudug and Southwest in relation to
adoption and the use of PPP in local infrastructure and service
delivery.
- Conduct
a stakeholder analysis and consultative meetings with the potential
private sector partners to identify needs, challenges, and opportunities.
- Draft
a State level PPP framework for urban infrastructure, outlining the
principles, objectives, institutional roles and responsibilities, and
strategic priorities for engaging in PPPs.
- This
framework should define what constitutes a PPP and the States’ vision for
their use.
- Develop
a district level PPP directive based on the State PPP framework for
adoptation by the district council/district executive committee.
- Develop
a standardized procedures and templates for project identification,
screening, and prioritization and link to the infrastructure
prioritization framework of the districts.
- Develop
a PPP toolkit/booklet comprising of a step-by-step guide from project
inception to termination.
- Present
the draft PPP framework, PPP directive and PPP toolkit/booklet to key
stakeholders, including the concerned Ministries, local government and
representatives from the private sector for input and feedback. 10.
Lead and facilitate one-day orientation workshop (virtual) showcasing real
world examples of PPP projects and their impact on local infrastructure
development
- Revise
the instruments based on stakeholder feedback and finalize all documents.
- Lead
validation workshops for the instruments and prepare a final presentation
for the leadership of the Ministry of Public Works, Housing and
Construction and the local government, summarizing the framework, key
recommendations, and next steps.
Qualifications/special skills
- Advanced
University degree in finance, economics, business administration, law,
engineering, or any other related field is required.
- A
first-level university degree in combination with qualifying experience
may be accepted in lieu of the advanced university degree
- At

Responsibilities
- Provides
assistance in support of planning and implementation activities/processes
for, typically, a large and highly complex component of the departmental
programme/project initiatives.
- Researches/compiles
data and other information required by the Programme Management Officer(s)
in the review and analysis of relevant budget proposals;
- Consolidates
data and provides support to Programme Management Officer(s) with respect
to budget and expenditures review relevant intergovernmental and expert
bodies and donors.
- Researches,
compiles, analyses, summarizes, and presents basic information/data on
specific programmes/project and related topics.Assists in the coordination

Responsibilities
- Develops,
implements and evaluates global advocacy activities and public information

- Conceptualize,

Forum.

Finance Analyst at UN-Habitat
RESPONSIBILITIES
- The
consultant will support UNITAC work and the Data and Analytics Unit, under
the direct supervision of the head of DAU and UNITAC. She/he will be
responsible for the following tasks:
- Contribute
to programme and project development through performance and financial
management and monitoring as well as evaluation of internal and external
processes towards the advancement of the Unit’s and project goals and
objectives.
- Prepare
interim and final financial reports for UNITAC and DAU grants.
- Regular
review of the budget forecast and co-funding expenditure levels; ensure

Human Rights Intern (2 Posts) at UN-Habitat
Responsibilities
Under the direct supervision of the Associate Human Rights
and Social Inclusion Officer the intern will:
- Support
the development of internal human rights, gender and social inclusion
capacity-building materials, which may require supporting and organizing
meetings and webinars, carrying out background research, drafting surveys
and communication materials, and other, similar such tasks as required.
- Support
the development of human rights materials such as reports, publications,
concept notes etc, including by carrying out background research,
attending and supporting relevant meetings and events, as well as any
other relevant tasks.
- Support
the development of gender mainstreaming materials such as reports,
publications, concept notes etc, including by carrying out background
research, attending relevant meetings and events, summarizing reports and
documents, etc.
- Support
internal reporting, for example by gathering feedback from other teams.

Intern – Project Development at UN-Habitat
Responsibilities
- Project
Development The intern will:
- Support
the delivery of ideation, feasibility analysis, and project preparation
support to sustainable urban development infrastructure projects in the
CIF Project Pipeline.
- Engage
with CIF Implementing Partners – global experts delivering project
preparation support – to track, monitor and guide the project preparation
process.
- Support
and facilitate project assessment, due diligence and bankability
assessment processes of projects within the CIF Project Pipeline.

in the identification and incorporation of ESG and SDG-oriented analysis
and decision support methodologies within the CIF.

Local Housing Sector Consultant at UN-Habitat
RESEPONSIBILITIES:
- Under
the supervision of the Chief of the Land, Housing and Shelter Section
(LHSS) and with guidance from the International Inclusive Housing and
Urban Development Expert, the Inter-Regional Advisor for Eastern Europe,
Caucasus, and Central Asia, and the Research and Advocacy Officer for
Housing Rights, Diversity and Inclusion, the national consultant will
contribute to the development of localized housing profiles and policy
recommendations for Moldova.
- The
assignment aims to support the development of a localized housing profile
for Chisinau, with a focus on marginalized populations and migrants.
- The
national consultant will contribute to data collection, policy analysis,
and stakeholder engagement and consultations to ensure the profile aligns
with local needs and national priorities.
- The
consultant will also support the integration of housing priorities into
national planning frameworks, contribute to capacity-building and regional
knowledge exchange activities, and enhance the project’s visibility
through communication and advocacy efforts.
Qualifications/special skills
- Advanced
university degree (master’s or similar) in urban planning, public
administration, economics, urban management, housing policy, architecture,
sociology, or other fields related to sustainable urban development is
required.
- Minimum
4 years of relevant professional experience of experience in housing

vendors/contractors and approved by the UN.
- Process
the payment of contractors’ and vendors’ invoices and monitor payments.
- Prepares
and processes all UN forms and permissions for contractual and work Unit,
Section or Service UN staff, including UN grounds passes, property passes,
UN parking permits, swipe-card access and door keys.
Education
- High
school diploma or equivalent is required.
Work Experience
- A
minimum of seven (7) years of progressively responsible work experience in
administrative services, finance, accounting, audit, human resources or
related areas is required.
- The
minimum years of relevant experience is reduced to five (5) years for
candidates who possess a first-level university degree or higher.
- Experience
with System Application Programme (SAP) based Enterprise Resource Planning
(ERP) systems, is desirable
- Experience
with the United Nations or similar international organizations is
desirable.
- Experience
in budgeting, project administration, technical cooperation, accounting
management or related areas is desirable.
- One
(1) year or more of experience in data analytics or related area is
desirable.
Director, Programme Management, D2 at UN-Habitat
Responsibilities
- Directs
and manages the Regional Programmes Division of UN-Habitat;
- Contributes
to the formulation of UN-Habitat’s overall strategies and policies by
participating in senior management committees, preparing documents on
policy issues, and acting, as required, in an advisory capacity to the
USG/ASG; and contributes to the overall management of UN-Habitat’s
activities and operations;
- Oversees
Regional Offices, providing guidance to the Regional Directors and other
senior managers in Country Offices;
- Leads
the formulation and implementation of the substantive work programme of
the Regional Programme Division, determining priorities and allocating
resources for the completion of outputs and their timely delivery;
- Leads
the review and implementation of UN-Habitat’s regional architecture
including the coordination and support at sub-regional level and
multi-country presence.
- Ensures
that the new subregional and country offices receive the required support
on strategic and operational aspects, including resource mobilization;
- Provides
overall guidance to regional and country offices to align with the United
Nations Development System Reform at regional and country levels.
- This
includes technical and political support to produce country programme
documents and engage in the UN Common Country Analysis and UN Sustainable
Development Cooperation Framework at country level. Performs other related
duties as requested by the senior management of the Organization.
- Leads
team members efforts to collect and analyze data and provides insight to
identify trends or patterns for data-driven planning, decision-making,
presentation and reporting.
Education
- Advanced
university degree (Master’s degree or equivalent) in urban development and
human settlements related studies, business or public administration,
finance, accounting, law, social sciences or related areas is required.
- A
first-level university degree in combination with two (2) years of
qualifying work experience may be accepted in lieu of the advanced
university degree.
Work Experience
- At
least fifteen years of experience in managing complex development
operations, interagency and international cooperation; ten of which should
be at the leadership level is required.
- A
minimum of ten years of proven record in negotiation of partnerships and
substantial mobilization of resources is required.
- Five
years of substantive experience in urban development and human
settlements, including management of programmes, at the international
level is desirable
- Experience
in an international organization or the UN system both at HQ or Regional
and country levels is desirable.
- Experience
in data analytics or related area is desirable
