Grants Specialist – Partnerships at Danish Refugee Council (DRC)

Overall purpose of the role: 

The Grants and Partnerships Specialist plays a key role in ensuring effective and efficient grants management, compliance, and partnership coordination for the a multi-donor facility working on localisation in Sudan and the region. This position oversees the grants lifecycle, provides guidance to partners/local actors, and ensures compliance with donor regulations and Fund standards

Duties and Responsibilities:

Grants and Partnership:

  • Support the development and execution of application processes, including guidelines, templates, and evaluation criteria.
  • Support partners on proposal development, conduct due diligence and vetting processes for partner organisations, ensuring compliance with donor and Fund standards.
  • Prepare and administer grant agreements and amendments in coordination with the Partnerships and Grants Manager and partner onboarding.
  • Provide Technical Assistance Facility linkages, especially on partner monitoring and provide capacity building support to partners on grants management, compliance, and reporting.

Grants Management and Compliance:

  • Oversee the development and roll-out of the Fund Grant Management System (GMS).
  • Ensure partners comply with grant conditions, Fund Operations Manual, and donor requirements.
  • Update and maintain the Fund risk register and dashboard, addressing high-risk areas.
  • Monitor grant implementation, ensuring timely and quality submission of financial and narrative reports.
  • Follow up in regular meetings with the partners and ensure timely escalation of risks and challenges.
  • Liaise closely with the Operations Manager to ensure that grants are processed in a timely manner.
  • Track partner spending against budgets and flag variances.

Technical Support and Capacity Building:

  • Support partners in developing procurement plans, risk registers, capacity-building strategies, and staffing plans.
  • Provide partner training on grant report writing, donor compliance, and operational procedures.

Administrative Support and Reporting:

  • Ensure all grant-related documents are appropriately uploaded and backed up in the GMS or other systems.
  • Maintain detailed records of grants, including applications, reports, and feedback letters.
  • Coordinate review meetings with partners and follow up on action points.
  • Review partner reports on a rolling basis as per submissions and provide qualitative feedback.

Stakeholder Engagement:

  • Coordinate with internal stakeholders, including MEAL (Monitoring, Evaluation, Accountability, and Learning), TAF, support teams, to ensure robust oversight of projects.
  • Provide an effective interface with prospective and current fund partners. 

Experience and Technical Competence 

  • Minimum 3 years of experience in grants management within the NGO/INGO or donor sectors.
  • Proven expertise working with institutional donors (e.g., FCDO, EU, ECHO, SIDA, NORAD).
  • Strong understanding of donor regulations and compliance.
  • Experience working in Sudan and strong understanding of the Sudan context.
  • Ability to prioritise workloads, meet deadlines, and adapt to complex environments.
  • Previous experience in partnership management and capacity building.
  • Fluent written and spoken Arabic language.

Desirable:

  • Experience working with Dynamics, SAP, Oracle, or similar ERP systems.

Technical Advisor – Multi Country Project

Overall purpose of the role: 
The Technical Advisor will lead on the technical approach of a new multi-donor localization facility for Sudan and lead the development and delivery of an accompanying Technical Assistance Facility (TAF). Working closely with all Fund stakeholders, the Technical Advisor will ensure that the core technical approaches of the fund, such as conflict-sensitivity, systems-oriented thinking and locally led principles, are hardwired into the way of thinking and working of the fund. This will include overseeing the design, implementation, and management of the TAF that is responsible for delivering high-quality technical support to partners, facilitating capacity building, and driving innovation to strengthen the impact and sustainability of funded interventions. Duties and Responsibilities:

Technical Approach & Fund Strategy

  • Lead the overall technical approach of the Fund, advising on how it can best support, complement and reinforce local systems grounded in evidence and conflict-sensitivity

Mandatory:

The Protection Coordinator is technically responsible for ensuring quality protection programming and is the overall country level technical lead within the protection sector. The Protection Coordinator has the overall responsibility for providing technical and programmatic support for DRC and partners protection activities in the DRC areas of operations in Kenya. Duties & Responsibilities:
R1. Protection sectoral technical responsibility:

MEAL Assistant CPIMS+ at Danish Refugee Council

Overall purpose of the role:

Under the Supervision of the Protection Team Leader, the incumbent will be in charge of CPIMS+ ensuring compliance with relevant child protection standards including Data Sharing procedures of the children’s details. S/he will provide technical support to all children protection staff on CPIMS+ as well as support M&E providing statistical reports of child protection activities.  S/he will directly take active role in ensuring the system is functional.   

Responsibilities: 

Child protection Case Management:

  • Ensure the Child Protection Information Management System [CPIMS+] Database being used effectively as a case management tool in line with confidentiality and information sharing protocols. 
  • Customize the CPIMS+ as required to ensure its relevance to the context in Dadaab Refugee Camp. 
  • Produce timely progress reports on activities conducted, including both quantitative and qualitative information, in the camp and provide input into regular situation reports.

Overall purpose of the role:

The Protection Assistant – Pediatric Counsellor plays a hands-on role in supporting the mental health and overall well-being of vulnerable children in Dadaab, particularly those facing trauma, abuse, or other protection risks. The position focuses on delivering consistent, child-centered psychosocial care through counselling, therapy sessions, and close follow-up, while ensuring each child receives appropriate support tailored to their situation. In addition, the counsellor contributes to coordination efforts, documentation, and capacity building of frontline workers to ensure that responses to children’s needs are timely, holistic, and aligned with program and donor expectations

Duties and Responsibilities:

R1. Case management:

  • Facilitate and conduct provision of professional counselling services for children with protection concerns by conducting play and art therapy, individual and group sessions, psycho-education session and work with caregivers to address children concerns.
  • Conduct/ensure regular follow-up visits to monitor the rehabilitation and reintegration of clients, and document changes identified.
  • Participate in the interpretation of the data analyzed on trends and work with team to disseminate information to all relevant stakeholders.

  • Maintain and strengthen existing networks through other service providers at the camp level, to ensure that survivors receive quality services and support both at the agency levels.
  • Actively participate in scheduled meetings such as the Case Conferences, inter-agency meetings and as assigned.
  • Strengthen existing referral systems and identify new networks to work with to ensure holistic support to the clients.
  • Work in close collaboration with the prevention team to ensure ongoing needs of at-risk groups, children are being met in the prevention related activities.
  • In collaboration with other partners, improve psychosocial interventions within the refugee community focusing on the psychosocial needs of adolescent youth and children.

R3. Community Engagement and Outreach:

  • Facilitate formation of support groups for teenage mothers and other vulnerable children.
  • Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the survivors receive adequate support at the community level.

R4. Monitoring and Evaluation:

  • Assist in preparing daily, monthly, quarterly and annual reports, progress notes, and treatment plans on time

Overall purpose of the role:

The Protection Coordinator is technically responsible for ensuring quality protection programming and is the overall country level technical lead within the protection sector. The Protection Coordinator has the overall responsibility for providing technical and programmatic support for DRC and partners protection activities in the DRC areas of operations in Kenya. The role will include leading country level protection analysis, strategy development and implementation, providing protection sectoral technical instructon and support, technical line supervision responsibilities for protection staff and interventions that contain protection, throughout the programme / project cycle; ensure quality protection sectoral programming and compliance with protection sector standards, including leading monitoring and evaluation efforts, staff capacity building and training, development of protection tools, and development of protection related advocacy messages using evidence. The role will also support in the localization processes and strategy.

Duties & Responsibilities:

Protection sectoral technical responsibility 

  • Lead protection analysis efforts, the development and implementation of the country level protection strategy. 
  • Technically responsible for the overall protection portfolio and ensuring AGDM in protection activities. 
  • Oversee and lead the development, harmonisation and rollout of internal protection related tools, Standard Operating Procedures, policies, and guidelines related to DRC’s protection interventions.
  • Act as a reference point for other sectors’ colleagues for Protection Mainstreaming

Technical Supervision 

  • Technically supervise protection managers and team leaders and provide technical advice and guidance to protection staff. 
  • Responsible for participating in human resource processes including the recruitment of protection sectoral technical staff in country and setting performance objectives and performance appraisals for protection managers and team leaders.  
  • Responsible for identifying protection sectoral technical gaps and establishing capacity building plans for protection sectoral staff. 
  • Work closely with relevant protection staff in the development and delivery of capacity building efforts. 
  • Provide regular technical support and guidance to protection teams and other relevant staff in both a structured and on a case-by-case basis. 

Protection programme development, quality assurance and oversight 

  • Maintain oversight of overall protection programme implementation, including budgets and indicators, in close collaboration with Head of Program, Area managers, Protection Team Leads and Project Managers.
  • Participate in programme / project review meetings, including grant opening, grant review and close out meetings.
  • Review and update of technical approaches, protection SOPs.
  • In collaboration with the PIM/Advocacy specialist develop protection monitoring reports, and review protection monitoring tools on an annual basis or as needed.
  • Lead the revision of tools and SOPs for the current case management system.
  • Support program teams to review current referral mechanisms to link beneficiaries, particularly vulnerable individuals and groups, to services, through service mapping, referral workshops, and SOPs;
  • Provide regular technical trainings and capacity building to protection staff, partners, and on key DRC protection concerns and product solutions.
  • Coordinate with other sectors to move towards integration of protection programs wherever possible or mainstreaming of protection within other sectors where integration is not available.
  • Ensure protection mainstreaming including review of all programming approaches, SOPs and tools, and staff capacity development.
  • Organize and facilitate regular Protection team meetings across subsectors and field offices for knowledge sharing, peer support and quality improvement.
  • Coordinate with MEAL to support the development of MEAL tools, and accountability systems, including incorporation of feedback mechanisms for staff and beneficiaries, into program;
  • Oversee compilation of project related internal and external reports and communication

Coordination and Advocacy

  • Regular coordination and liaison with UNHCR Protection unit and/or other Protection partners and government authorities at country level.
  • Collaborate with relevant internal and external technical experts on issues related to relevant sector.
  • Represent DRC at relevant protection coordination meetings.
  • Actively participate in internal coordination meetings.
  • Along with Advocacy/PIM specialist, develop monthly protection monitoring reports for external circulation. With clear and targeted recommendations for different audiences. for
  • Support training on protection advocacy for local civil society and other local stakeholders.
  • Lead the development of protection advocacy strategies and plans.

Project development

  • Contribute to and coordinate the design, implementation and evaluation of Protection related programming to secure follow on or expansion funding for the protection portfolio as per identified needs and in a standardized manner across programmes.
  • Lead on proposal design, including activity design and budgeting, along with protection leads, where needed. Sign-off on all project proposals and budgets (related to protection activities)
  • Perform any other relevant tasks as requested by Line Manager.

Experience and Technical Competence

  • Significant knowledge of International Human Rights Law, particularly with Refugee Law and of Durable Solutions.
  • Minimum 7 years’ experience implementing and developing Protection programs in displacement contexts
  • Experience of Protection as well as Child Protection and GBV programming, Case Management and Gender.
  • Experience in Protection Information Management systems and tools
  • Experience in international humanitarian work, advocacy and policy development at national level, and of high level representation.
  • Experience of preparing a protection programming strategies and advocacy strategies for a complex programme covering multiple sites.

  • Investigations & Case Handling

DRC is currently looking for a highly qualified Roving Partnership and Localization Advisor to support us operationalize our Localization Vision 2030 and be a direct companion for Country Operations in this process. Protection Assistant – Psychosocial counselor at Danish Refugee Council

Overall purpose of the role

The Danish Refugee Council (DRC) has enshrined localisation in its Strategy 2025 through its “Go Local” principle, which aims to engage local partners through “principled, equitable and collaborative partnerships in pursuit of a relevant, effective and sustainable response.” DRC’s Kenya programme has articulated broader localisation objectives through its strategic priorities for 2023, which include the aims to strengthen DRC Kenya’s collaboration with local actors, foster synergies around programming and advocacy, and promote the protection of rights and peaceful coexistence in displacement-affected areas.

The purpose of this post is to provide day-to-day management and psychosocial support and related activities in Kakuma and Kalobeyei.  In particular, the person is responsible for addressing mental health needs of GBV survivors and Persons of Concern. In collaboration with the Protection Officer GBV Response (Psychosocial Counsellor), S/he will be in charge of the provision of training and supervision of the GBV Para-Counselors, to respond to cases of GBV in the camp and ensure effective case management. S/he will work and liaise closely with the Protection Officer GBV Response (Psychosocial Counsellor), Protection Officer – LGBTIQ+, Protection Assistant GBV Response-(Psychosocial Counsellors (LGBTIQ+), Protection Assistants GBV Response (Psychosocial Counsellors), Protection Officer GBV Prevention, Protection Assistant GBV Prevention and Refugee Led and Women Refugee Led Organizations (RLOs/WRLOs) on documentation of program activities as per the donor requirements.

Responsibilities:

R1. Case Management:

  • Provide comprehensive case management psychosocial counseling to GBV survivors focused on the survivor centered approach.
  • Provide assessment and counseling both at individual and group level as the situation demands.
  • Ensure all work with GBV survivors is confidential and that ethical practices are observed.
  • Document client data accurately in the intake forms and ensure they are under lock and key.
  • Ensure that the GBVIMS is accurately updated on a regular basis.

  • Strengthen existing referral systems and identify new networks to work with to ensure holistic support to the clients.

  • In collaboration with other partners, design psychosocial interventions within the refugee community focusing on the psychosocial needs of adults, youth and children.

R3. Community Engagement and Outreach:

  • Conduct sensitization, dialogue and mediation sessions with the wider population about issues of trauma and GBV.
  • Facilitate formation of support groups for survivors of GBV and other vulnerable groups.
  • Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the survivors receive adequate support at the community level.

R4. Monitoring and Evaluation:

  • Assist in preparing daily, monthly, quarterly and annual reports, progress notes, and treatment plans on time.

  • Engage various market players, develop partnerships, carry out partnership activities and act as a professional and credible spokesperson for the program.
  • Support the consortium members and DRC Kenya Project Manager to ensure effective liaison with stake holders and relevant Government of Kenya departments, from the location to divisional levels, as needed.
  • Participate in external stakeholder meeting and maintain external relations involving government officials and other key stakeholders.
  • Support the Project Manager through contributing to the PMM preparations for the project.
  • Support Project Manager in liaising with DRC Kenya partners to get weekly and monthly updates of the project implementation.

Budget Management

  • Support budget drafting exercise as per the identified or prioritized needs of the project as well as new projects.
  • Support budget tracking to check budget utilization and work closely with the Project Manager to address any spending gaps identified.
  • Prepare quarterly budget forecast for respective project activities as well as participate in Monthly BFU meetings

Experience and Technical Competence 

  • Must have a degree in Agribusiness Management, Agricultural Economics, Entrepreneurship, Business Administration, or other livelihoods related disciplines;
  • Minimum 3 years’ experience in implementing livelihoods or income generating projects preferably with an NGO. Experience in Mandera County as well as cross border programming is strongly preferred.
  • Have an understanding of MSD approach, Value chain growth and development, microenterprise / small business development including VSLA / Groups, DRR interventions and animal health initiatives.
  • Skills or training in financial literacy as well as implementation of integrated programming approach is desirable
  • Prior experience working with local governments and stakeholders in implementation of projects, including community mobilization skills.
  • Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks
  • Working knowledge of MS Office and other relevant computer applications
  • Able to adapt to changing program priorities and emergency priorities that may arise. 
  • Good planning and organizational skills coupled with problem solving capabilities.

Overall purpose of the role:

Monitoring Evaluation Accountability & Learning (MEAL) Officer will conduct field level M&E activities and provide technical support to MEAL Lead in ensuring timely and quality learning as well as implementation reporting with a specific focus on Fair Recycling Project enhancing circularity and sustainable waste management as well as gender and social inclusion engagements under The Coca Cola Foundation (TCCF) project. The position holder will assist project teams in collecting data against indicators, lead data collection based on data-collection tools and methodologies designed by the MEAL team. The MEAL Officer will also lead project assessments and project compliance audits in all cross-border locations covering Kenya Urban Program, Kakuma and Greater Kampala City regions. The MEAL Officer will collaborate closely with the MEAL Lead and field programme team to ensure compliance with the projects MEAL requirements and best practices. The role will also ensure programme data and other protected data is accurately and ethically collected, stored, analysed, and shared in strict adherence to the projects data protection policy and MEAL Plan.

Responsibilities: 
R1. Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

  • Responsible for all projects databases. She/he will work in designing databases on project activities/beneficiaries and assist in
  • updating regularly the database according to the project requirements.
  • Support project staff and partners in planning for and executing MEAL activities, including data collection methodology and
  • tools and data management, analysis and use.
  • Support and contribute to the development and implementation of MEAL systems for DRC and partners, including SOPs,

  • Participate in the baseline, mid-term and end of term evaluations of program activities
  • In coordination with PM and MEAL coordinator, guide and cooperate with advisors/consultants who are contracted to
  • implement specific surveys, assessments and studies required for evaluating outcomes and impact.
  • Under the direction of the MEAL Coordinator, support research and study activities on M&E related issues. 
  • Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities. 
  • Maintain the Complains and feedback received and ensure a timely and appropriate follow-up or referral if needed. 

R3. Report Writing & Documentation: 

  • Coordinate and quality assure MEAL activities and processes for the project 
  • Build capacity of partners in the consortium on MEAL 
  • Ensure the Indicator performance tracking tool is updated monthly for all projects by the project team and partners.
  • Compile and submit relevant project reports to the project manager. 
  • Prepare sector’s operation plans/work plans & reviews
