HR Officer

Responsibilities

  • In collaboration with Somalia and Kenya HR Manager, support  the Country Office HR function, providing both strategic and operational guidance on staffing, employee relations, grievances, and end-to-end disciplinary processes.
  • Work closely with Programme Managers in the field to review and strengthen contingent workforce recruitment SOPs, providing HR and legal guidance on contractual engagements in full compliance with the Employment Act and internal policies.

  • Manage payroll administration in close collaboration with Finance, ensuring accuracy, timeliness, and statutory compliance. Oversee benefits administration including medical insurance, WIBA, pension schemes, and ensure timely contract renewals for HR-related consultancies and service providers.
  • In close collaboration with Somalia and Kenya HR Manager work closely with P&O partners, Regional HR Managers and HR Coordinators to discuss critical HR tasks and areas of improvements that ensure the Country Office is fully informed and aligned to HR priority areas and meets annual Balanced Scorecard (BSC) objectives.
  • Collaborate with Programme teams through weekly Programme Review Meetings to provide strategic and operational support on workforce planning, resourcing, and the recruitment of critical talent required to achieve project objectives.
  • Assist in the planning, coordination, and administration of staff training and capacity-building initiatives to support employee development and organizational objectives. Provide administrative and logistical support for staff welfare programs and initiatives, including employee engagement activities, wellness programs, recognition events, and other staff well-being interventions. 
  • Coordinate and monitor staff clearance processes to ensure all exiting employees complete the required clearance procedures in a timely and compliant manner.
  • Manage new staff onboarding process; schedule inductions with various departments and follow up to ensure new staff is properly inducted before starting work
  • Manage HR administrative functions, including maintaining and updating personnel files to ensure all employee documents, Code of Conduct forms, and other HR records are accurately filed and securely stored in both electronic and hard-copy formats.
  • Support the implementation and monitoring of the staff performance management cycle by tracking key timelines, following up on completion of performance reviews, and ensuring adherence to the performance management schedule.
  • Manage the registration and onboarding of new national employees into the NRC People System, ensuring accurate and timely entry of employee data.Keeping track of the monthly staff list & updated organograms and ensuring preparation of Kenya Country Office monthly report and submit timely to Head of Support. 
  • Provide guidance to managers and employees on labour law requirements, HR policies, and statutory obligations, and support the implementation of compliance-related initiatives and audits. In liaison with Finance team, monthly statutory deduction remittance (NSSF,SHIF, NITA, PAYE,HELB) timely payment of payroll check off (Sacco deductions and pension remittances).

Qualifications

Qualifications and Experience 

  • Bachelor’s Degree in Human Resource Management or a related field from a recognized institution.
  • Certified Human Resource Professional (CHRP) qualification or a Higher Diploma in Human Resource Management.
  • Minimum of five (5) years of progressive experience in Human Resource Management, preferably within an international NGO, humanitarian, development, or recovery context.
  • Demonstrated experience in the use of Human Resource Management Information Systems (HRMIS), with strong proficiency in payroll administration, statutory deductions, and remittances.
  • Previous experience working in complex, dynamic, and volatile operational environments, with the ability to adapt to changing priorities and circumstances.

  • Support the CO’s focal point for audits in the coordination of the work among the different CO’s sections/units to respond to external audits initiated by institutional donors and to facilitate the follow up of these audits’ recommendations.
  • Provide guidance on compliance with NRC (global and country) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement properly
  • Support the development of SoPs and policies for department in line with NRC directions, donor requirements and the Country Office needs

  • Conduct thorough internal investigations into alleged misconduct, policy violations, or compliance breaches, ensuring objectivity, confidentiality, and adherence to legal and organizational standards.
  • Lead fact-finding exercises, including evidence collection, witness interviews, and documentation review, to establish a clear and accurate understanding of events.
  • Assist the Country Management in reviewing the sufficiency of  recommendations made in internal and external audits, investigation reports and evaluations. Provide support and follow up on the implementation of the action plans with departments.
  • Support and coordinate with programme, grants, and finance teams in the preparation for audits. 
  • Conduct trainings on topics such as internal controls, fraud detection and reporting, anti-corruption, data protection, and conflict of interest. Develop or adapt training materials as necessary.
  • Assist the Country Management on risk management process and follow up on deliverables with the focal points in other departments and programmes.

Qualifications

  • Degree in Economics, Administration or relevant field
  • Minimum 3 years of experience from working in compliance, auditing or risk management functions or minimum 4 years of experience from working in coordinator positions in the humanitarian sector.

Regional Sudan Crisis Adviser ESA at Norwegian Refugee Council

Background:

In response to the scale, complexity and regionalisation of the Sudan crisis, NRC has seen a significant increase in resources channelled through regional and multi-country projects. The purpose of the Regional Sudan Crisis Adviser position is to ensure effective management, coordination and quality oversight of these regional projects, while strengthening coherence, learning and strategic alignment across country responses linked to the Sudan crisis. The role is designed to provide dedicated capacity at regional level to manage donor-funded regional initiatives and to support country offices to deliver a collective, high-quality Sudan response. The adviser will also collaborate with country advocacy managers and regional advocacy to implement joint advocacy and communication initiatives, in line with the response strategies for the regional crisis. 

The Regional Sudan Crisis Adviser, in collaboration with the Head of Programme in the regional team, can access additional support capacity from the Global Resource Pools, be it from the Core Competencies and Thematic pool, Grants Management pool or MEAL pool. 

Responsibilities

The Regional Sudan Crisis Adviser is responsible for providing advice and guidance to the Country Directors and/or Head of Programmes and for managing designated regional and multi-country projects in ensuring that optimal programme strategies, structures, systems and resources are in place. The postholder will focus on the country offices linked with the Sudan response (Sudan) and hosting Sudanese refugees (South Sudan, Chad, Egypt, Uganda, Ethiopia, Libya) and will provide a range of advisory support and coordination in relation to programme syndergies, business development, strategy development and change efforts at CO level, as well as relevant programme quality. 

Generic Responsibilities:

  • Coordinate prioritised support, advice and guidance to relevant country offices in relation to programme development and to strategic planning in country programmes with a particular focus on coherence and complementarity between country and regional Sudan response initiatives.
  • Identify and recommend programmatic approaches that strengthen complementarity between country responses, including cross-border initiatives where relevant
  • Support the development, review, and alignment of country response strategies to ensure regional coherence, complementarity, and added value.

Specific responsibilities: 

  • Manage NRC’s regional and multi-country projects related to the Sudan crisis, acting as the primary regional focal point for these grants.   • Coordinate with participating country offices to ensure timely delivery of activities, milestones and donor deliverables, including consolidation of inputs, follow-up on implementation progress and resolution of operational or programmatic bottlenecks.   • As delegated by the Regional HoP and in coordination with relevant colleagues at Country and Head Office, represent NRC on relevant fora related with the regional Sudan crisis.

Generic professional competencies for this position:
