Job Description

Job Objective

The Registrar, Teaching and Learning will be in charge of Student admissions, registration, management of academic records, examinations, and related academic support responsibilities.

Duties and Responsibilities

  • Ensure that the Teaching and Learning operates effectively and efficiently in line with the University vision and mission.
  • Develop and oversee the implementation of academic policies, regulations, and procedures.
  • Prepare annual work plans in liaison with Heads of Sections to outline departmental activities, timelines, responsible officers, and required resources, to ensure efficient operations.
  • Develop and implement the Departmental budget to ensure efficient allocation of resources for the Department’s strategy to be implemented on time.
  • Prepare monthly and quarterly performance reports by consolidating Departmental reports to inform management’s decisions.
  • Monitor and evaluate staff performance in the Department to ensure performance meets expected levels.
  • Ensure the integrity, confidentiality, accuracy, and security of all academic records of current and former students.
  • Ensure students adhere to University Rules and Regulations as stipulated in the Students Handbook.
  • Oversee the University examinations process by maintaining up-to-date course schedules and final examination schedules.
  • Supervise the process of credit transfers, graduation and certification of the University’s degrees, degree verification and production of official transcripts.
  • Process the travel, accommodation arrangements and payments of External Examiners.
  • Ensure that examinations are prepared and processed on time.
  • Keep all examination materials in safe custody.
  • Interpret policies and regulations to the University Senate and Deans Committees.
  • Coordinate implementation of Senate decisions.
  • Plan and oversee the preparation of graduation ceremonies and all activities related to graduation matters.
  • Prepare and declare programmes and programme capacities for students’ placements and admissions.
  • Develop and implement a risk register to manage and mitigate risks.
  • Provide secretariat services to committees of the Senate and Deans
  • Any other duty as may be assigned from time to time.

Qualifications And Experience

  • PhD in Public Administration, Business Administration, Human Resource Management or its equivalent from an accredited/recognised University.
  • Master’s Degree in Public Administration, Business Administration, Human Resource or its equivalent from an accredited/recognised University.
  • Bachelors’ Degree in Public Administration, Business Administration, Human Resource or its equivalent from an accredited/recognised University.
  • Ten (10) years of relevant experience in a University with four (4) years of experience in management.
  • Attained the rank of Senior Lecturer
  • Certificate in leadership and management course.
  • Registered Member of a Professional Body.

JOB OBJECTIVE

  • The job holder will be responsible for providing administrative support within the Human Capital Management department.

DUTIES AND RESPONSIBILITIES:

  • Maintain up-to-date employee files (digital and physical).
  • Maintain and update staff records, ensuring accuracy and confidentiality.
  • Capture and update employee information in the Human Resource Information System (HRIS).
  • Prepare and submit payroll data such as attendance, allowances, and deductions.
  • Assist in job application tracking and interview scheduling.
  • Coordinate onboarding logistics and documentation for new hires.
  • Assist in the administration of statutory deductions, staff benefits, and leave balances.
  • Track and update training attendance, evaluation, and related reports.
  • Provide administrative support for grievance handling, disciplinary meetings, and staff communications.
  • Assist in staff welfare programs and other staff engagement initiatives.
  • Compile and prepare monthly, quarterly, and annual HR reports, including Staff Establishment Reports, Recruitment Status Reports and Training Participation Reports.
  • Generate HRIS-based reports for decision-making and workforce planning.
  • Ensure proper records are kept on the movement of records to and from the HCM office.
  • Any other duty that may be assigned by your supervisor.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Human Resources Management or a related field from an accredited/recognised institution.
  • One (1) year of experience in HR, administration or related field.

OTHER SKILLS AND COMPETENCIES

  • Strong understanding of labour laws and HR best practices.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Excellent IT skills.
