Political Adviser to the EUSR for the Horn of Africa at European Union (EU)

Main Tasks and Responsibilities:
- Following,
advising and reporting on all issues related to political developments in
the Horn of Africa and potential EU policy responses, with special
emphases on:
- The
conflict in Sudan, including ongoing mediation, coordination,
de-escalation or civilian initiatives.
- Regional
ramifications of the Sudan conflict, including its impact on neighbouring
countries and maritime security in the Red Sea arena, the Gulf of Aden and
the
- Western
Indian Ocean as it links to the countries and interests in the Horn of
Africa.
- Regional
institutional bodies and entities that work on Sudan, especially AU/IGAD,
and its regional implications.
- Political
situation and EU actions in Sudan, including its role as a regional
foreign policy actor;
- Ensuring
a close liaison with EU Delegations across the Horn of Africa and
maintaining the link with other EU initiatives and its Member States as
well as the initiatives of other actors with an influence on dynamics in
Sudan.
- Undertaking
other regionally-focused work at the direction of the EUSR and Chief of
Staff.
- Represent
the EUSR at events/meetings on the Horn of Africa, as required.
- Accompany
the EUSR during her visits to the Horn of Africa and beyond, as required.
Education and Experience:
Essential
- Successful
completion of university studies of at least 4 years attested by a diploma
at Master’s level – equivalent to level 7 in the European Qualifications
Framework and the second cycle under the framework of qualifications of
the European Higher Education Area
- OR
- Equivalent
and attested police or/and military education or training or an award of
an equivalent rank
- AND
- After
having fulfilled the educational requirements, a minimum of 2 years of
relevant professional experience.
Specification of Education and Experience
- The
above mentioned university degree must be in at least one of the following
fields of expertise: Political Science, Law, International Relations,
International Development;
Desirable
- Sudan
and/or Horn of Africa and Red Sea-related working experience.
- Knowledge
and experience of working in and following issues in Africa and the Gulf
is an asset.
- Excellent
political judgment and strong analytical skills.
- Ability
to think strategically
- Strong
interpersonal skills.
- Ability
to work well with others and to operate in a small team
- Energy,
flexibility and ability to take the initiative
- Excellent
drafting and verbal skills in English. Skills in Fench and Arabic are an
asset.
- Willingness
to travel frequently, often at short notice
- Proven
ability to write analytically
