Consultant – Programme Management at United Nations Environment Programme (UNEP)
Tasks and responsibilities
Under the supervision of the Task Manager, the Individual
Contractor will:
- Programme
Support – Maintain a tracking system to monitor country-level
implementation and submission status to the respective Protocol’s Clearing
house mechanisms.
- Assist
in drafting and processing legal instruments and in liaising with partners
and internal finance and administrative services.
- Assist
in the review and consolidation of country submissions and progress
reports.
- Draft
periodic progress reports and briefing notes for internal use and sharing
with project partners such as the Secretariat of the Convention on
Biological Diversity, GEF, etc.
- Administrative
and Operational Support
- Organize
events (virtual and in-person workshops), including liaising with vendors,
make purchases and facilitate payments to vendors under the guidance of
the procurement focal points.
- Coordinate
logistics for meetings, including securing the venue arrangements,
participant invitations, etc.
- Facilitate
travel arrangements for meeting participants, including ticketing, visa
support, and accommodation.
- Prepare
workshop materials, presentations, and post-event documentation.
- Maintain
roster of key external contacts; update electronic mailing lists.
- Draft
official correspondence, meeting minutes, and internal memos.
- Assist
in processing contracts, payments, and other administrative documentation
in collaboration with UNEP administrative units.
- Maintain
organized project files and records in accordance with UNEP standard
Qualifications/special skills
- Academic
Qualifications: A university degree in environmental science, law,
environmental policy, biodiversity conservation, natural resource
management, or a closely related field is required.
- At
least 2 years of progressively responsible experience in organising
meetings and events is required.
- Excellent
analytical, research, and report writing skills is desired.
- Strong
communication and presentation skills, with the ability to convey complex
information clearly and concisely is desired. Experience in working with
international organizations, particularly the UN system, is an asset.
- Knowledge
and understanding of the Convention on Biological Diversity processes
including the Kunming-Montreal Global Biodiversity Framework would be an
added advantage.

Qualifications/special skills

Chief Technical Advisor (CTA) at United Nations Environment Programme (UNEP)
Duties and Responsibilities
- The
CTA will provide overall technical and operational support to the Project
Management Unit, and will be responsible for the following duties:
Technical guidance
- Provide
advice on best suitable approaches and methodologies for achieving project
targets and objectives;
- Provide
specific support at project start-up to set-up strong bases for an
effective project implementation including capacity building on
ecosystems-based adaptation and project management
- Support
the follow-up on project co-financing (collaboration with co-financing
partners and regular reporting on sources and amounts in annual
co-financing report)
- Provide
quality assurance and technical review of project outputs such as
inception / mission reports, baseline / technical studies, assessments,
training materials, and knowledge products;
- Draft
or review, as requested, ToRs for technical consultancies and
sub-contracts, and assist in the selection and recruitment processes
- Provide
a technical guidance and supervisory function to the work carried out by
national and international consultants hired by the project;
- Conduct
technical supervision missions in project sites

advice and assist in knowledge management, communications and
awareness-raising, and document lessons and good practices from project

Grievance Redress Mechanism and review GRM reports.

Plan.
- Assist
the M&E Officer in ensuring the quality of project M&E and
reporting systems (including project indicators and targets), review
monitoring tools and prepare terms of reference for independent results
verification exercises ;
- Review
the progress reports prepared by the Project Coordinator to ensure
quality, accuracy and completeness, including the Project Implementation
Reviews (PIRs) and Half Year Reports (HYR), final report and other as
required by UNEP and the GEF
- Support
the project team in administrative and financial reporting including
quarterly financial reports and cash advance requests for submission to
UNEP.
- Participate
in Project Steering Committee (PSC) meetings and make recommendations when
needed for more effective implementation and coordination of project
activities
- Advise
the Project Coordinator in liaison work with project partners, donor
organizations, NGOs and other groups to ensure the effective coordination,
synergies and collaboration
- Perform
any other tasks as may be requested by the Project Team, MEDD – BNCCREDD+,
the Project Steering Committee, and the UNEP Task Manager The Chief
Technical Advisor (CTA) will be contracted and paid by the United Nations.
He/she will report to the National Project Director within the BNCC-REDD+
of the Ministry of Environment and Sustainable Development MEDD and UNEP
Climate Change Adaptation Unit (CCAU) Task Manager. In the performance of
his/her duties, the CTA will work in close collaboration with the project
team.
Qualifications/special skills
- An
advanced University education (MS or PhD) in the area of natural resource
management, climate change adaptation, disaster risk reduction,
environmental management, social sciences, or any related fields of study
is required.
- At
least 7 years of professional experience in technical lead positions in
planning and management of environmental and/or climate change adaptation
programmes including institutional strengthening and capacity building is
required
- Experience
of working and collaborating with developing country governments is

Review Tasks and Procedures
- The

- The
consultant will ensure that all evaluation criteria and questions are
adequately covered. Specifically, the consultant will be required to
complete the following tasks: Inception Report: will contain confirmation
of the results framework and theory of change of the project, project
stakeholder analysis, review framework and a tentative review schedule.
Preliminary Findings Note: the sharing of preliminary findings is intended
to support the participation of the project team, act as a means to ensure
all information sources have been accessed and provide an opportunity to
verify emerging findings.
- Draft
and Final Review Reports: will contain an executive summary that can act
as a stand-alone document; detailed analysis of the review findings
organised by review criteria and supported with evidence; lessons learned
and recommendations and an annotated ratings table. Review of the draft
MTR report.
- The
review team will submit a draft report to the Task Manager and revise the
draft in response to their comments and suggestions. Once a draft of
adequate quality has been peer-reviewed and accepted, the Task Manager
will share the cleared draft report with key project stakeholders for
their review and comments.
- Stakeholders
may provide feedback on any errors or fact and may highlight the
significance of such errors in any conclusions as well as providing
feedback on the proposed recommendations and lessons. Any comments or
responses to draft reports will be sent to the Task Manager for
consolidation.
- The
Task Manager will provide all comments to the review team for
consideration in preparing the final report, along with guidance on areas
of contradiction or issues requiring an institutional response. The
consultant will work under the direct supervision of the Task Manager,

including evaluating large, regional or global programmes and using a
Theory of Change approach is required.

Undertake the inception phase of the review, including:
