Main Purpose
Reporting to Logistics Coordinator, the incumbent will be
the primary focal point responsible for applying his/her expertise into field
projects and providing strategical technical support to coordination and field
teams in the countries in his/her region according to MSF policies, guidelines,
and procedures in order to support the broader operational objectives of the
mission.

As a position hosted in the Kenya Office Support Hub, the
RTR for Biomed-Lab will be responsible for:
- Following
the internal regulations and rules set by the Médecins Sans Frontières
contracting entity
- Reporting
on activities and movements while in Kenya to the Logistic Coordinator
- Advising
the LogCo on decision-making related to biomedical concerns when required
- Validating
service providers and product-supplier partnerships in Kenya and the wider
region, particularly for medical devices and spare parts

Under the line management of the HQ Biomed & Cold Chain
Advisor:
- Responsible
for an area of expertise focused on biomedical support for laboratory
equipment used within MSF-OCA

and in-country laboratory focal points. This includes support during
ad-hoc repairs of laboratory equipment requiring input from both users and
biomedical technicians, as well as participation in planning stages for
new laboratory activities within MSF projects and country programs

support for the installation, maintenance, and repair of standard

Rationale/Objective for Position
The Safety and Security Analyst has a responsibility on
safety and security matters, including conducting safety & security risk
assessments at HQ and missions on request, staff training, briefing and provide
adequate equipment and support, respond to safety & security incidents and
ensure they are timely and accurately managed and reported. The Analyst will
also be responsible for developing and generating Safety and Security related
analysis and reports. In collaboration with the Head of the ASA Unit the Safety
and Security Analyst will develop policy, framework, protocols and templates in
line with MSF’s strategy and humanitarian principles. Additionally, the analyst
will provide capacity building and strengthening learning and development to
achieve a holistic and inclusive management strategy and approach to safety,
and security. The Safety and Security Analyst will regularly monitor the safety
and security situation in Kenya and Eastern Africa. They will gather input and
feedback, triangulate information, assess the reliability of sources, and
produce both written and visual analysis and insights to enhance general

collaboration with the Head of the ASA Unit, Training and Learning Unit
and other peers in the MSF movement, develop/review training modules, and
plan and facilitate safety and security-related trainings.
- Provide
safety and security training for staff, including in-house sessions and
ad-hoc training, while identifying ongoing training needs and coordinating
with internal and external providers as necessary.
- Coordinate
safety and security drills/simulations for the staff on how to react to
various threats and specific to Critical Incident Management Teams
(SILT/CIMT).
- Organize
workshops and simulation exercises to enhance the preparedness of teams in
responding to security incidents.
- Provide
ongoing mentorship and guidance to field staff, fostering a culture of
safety awareness and proactive risk management.
- Ensure
IMS serving MSF movement is equipped with a high-level understanding of
safety and security.
Partnership and External Representation
- Engage
with partners to share capacity, capability, and experience pertaining to
safety and security in the region.
- Liaise
with peers and actively participate in meetings at relevant humanitarian
fora including the MSF Intersection/Security/Access meetings, NGO Security
Focal Points, INSO, NGO Forums at the regional level.
- Build
strong relationships with security agencies and platforms to enhance
collaboration on safety and security issues.
Other Responsibilities
- Serve
as the Security Advisor to the Critical Incident Management Team in the
absence of the Access and Security Unit Lead.
- Support
CIMT/FIMT teams in case of need, to be defined depending on the context
and candidate experience.
- Gather
insights into local customs and cultural factors that may affect context
and operational access.
Qualifications
Education
- A
bachelor’s degree in Management, Political Sciences, Security or an
equivalent qualification from a recognized institution
- Technical
degree or certification in a related field with significant applicable
experience
- Fluency
in spoken and written English and one additional language (Arabic, French,
Portuguese, or Spanish) is required. Local regional languages are a plus
Experience
- At
least ten (10) years of non-profit NGO work experience within
international humanitarian assistance programs with demonstrated
capabilities in planning, organizing, and executing humanitarian
operations safely in the field
- Proven
experience in analysis and report writing on context, security, and safety
issues
- Experience
working with think tanks in the region, INSO, INGO forums and similar
institutions is an added advantage
- Country
Director or Project Coordinator experience is an added advantage
- Strong
experience as a trainer; ability to develop, implement, facilitate, and
impart learning
