We are seeking an exceptional HSE Manager to join our leadership team at Victory Farms Kenya. Reporting directly to the Managing Director, this role is responsible for implementing and running our established HSE systems and governance framework, ensuring that standards are consistently applied across every site and operation.

You will be responsible for embedding HSE practices across our farms, hatcheries, processing facilities, road operations, and construction sites, ensuring that safe working practices are understood, followed, and continuously reinforced. As we scale production and commission new facilities, you will play a critical role in ensuring that HSE systems are lived every day and that unsafe work is identified and stopped when necessary.

This is a delivery-focused, hands-on leadership role for someone who can translate established policies and standards into disciplined, consistent execution on the ground, while maintaining the independence and authority required to uphold a strong safety culture across the business.

Key Responsibilities:

Systems and governance – execution

  • Implement, roll out, and maintain the HSE management system as defined in the company’s HSE plan – policies, procedures, risk registers, safe systems of work, and the incident-management framework.
  • Run the established HSE governance: convene the safety committees, keep the reporting cadence, and report the agreed leading and lagging KPIs monthly to the Managing Director and leadership team.
  • Exercise the authority to stop any work deemed unsafe, without commercial or operational override.
  • Keep the system current – apply updates handed down by Group and by regulators, and flag gaps or improvement needs upward rather than redesigning the framework independently.

Operational health & safety

  • Enforce water and marine safety across all lake operations – life jackets, boat and vessel safety, man-overboard and rescue protocols, weather and swimming competency – the single highest life-safety risk in the business.
  • Apply machine, chemical and cold-room safety controls across our facilities.
  • Enforce road and fleet safety across the cold-chain distribution network: driver standards, journey management, and vehicle safety.
  • Enforce construction and engineering safety on all build sites – working at height, lifting, excavation, and contractor management.

Environment & lake stewardship

  • Deliver environmental compliance day to day: NEMA licensing conditions, EIA/EA obligations, effluent and waste management, and water-quality monitoring.
  • Protect Victory Farms’ social license to operate on Lake Victoria by upholding environmental performance, in coordination with the Development function and community stakeholders.

Compliance, training and culture

  • Ensure full, ongoing compliance with the Occupational Safety and Health Act (OSHA 2007), the Work Injury Benefits Act (WIBA), the Environmental Management and Co-ordination Act (EMCA), and all related DOSHS and NEMA requirements.
  • Manage statutory audits, inspections, registrations and returns, and act as the primary point of contact with regulators.
  • Deliver HSE induction and ongoing training for staff and contractors; drive a proactive reporting culture with near-miss reporting and closed-loop corrective action.
  • Lead incident investigation, root-cause analysis, and emergency preparedness and response drills across all sites.

Qualifications and Requirements:

Must have

  • 8+ years of progressive HSE experience in Kenya or East Africa, with a strong track record of implementing and running established HSE management systems in a high-hazard, multi-site environment.
  • A background in high-hazard industry – marine/maritime, manufacturing and food processing, construction, oil & gas, or logistics – with hands-on ownership of both safety and environmental compliance in the field.
  • Registered as an OSH Advisor/Practitioner with DOSHS, with a NEBOSH and/or professional HSE qualification (IOSH, ISO 45001/14001 lead auditor an advantage).
  • Deep working knowledge of Kenyan HSE law (OSHA 2007, WIBA, EMCA) and NEMA/DOSHS processes.
  • A track record of executing HSE programmes and measurably reducing incidents through disciplined, consistent enforcement – not just administering paperwork.

Key Responsibilities:

Logistics and distribution

  • Run the daily distribution of fresh fish from the farm to logistics centers and branches nationwide, protecting freshness and cold-chain integrity end to end.
  • Manage inbound feed logistics from local mills and import channels to the farm, ensuring the farm never runs short.
  • Manage inbound logistics of all materials from local and international suppliers to target operational sites across the country.

  • Manage the full Kenyan import documentation pack for every consignment: Import Declaration Form (IDF), commercial invoice, packing list, bill of lading / airway bill, certificate of origin, and all commodity-specific permits and licenses.
  • Ensure correct HS code classification and accurate computation of import duty, VAT, excise, IDF fee, and Railway Development Levy on every entry; catch and resolve mis-declarations before lodgment.
  • Manage pre-shipment conformity (KEBS PVoC / Certificate of Conformity) and any regulatory approvals required by commodity (e.g. KEBS, radiation board, fisheries or veterinary import permits).
  • Lodge and track customs entries through KRA systems (iCMS) and manage licensed clearing agents to agreed cost, accuracy, and turnaround SLAs.

Planning and performance

  • Drive weekly and monthly supply planning with Farm Operations, Sales, and Finance.
  • Own the supply chain KPI suite: OTIF delivery, cost per kg distributed, stock accuracy, PO compliance, and import clearing lead times.
  • Lead structured cost-reduction program across feed logistics, distribution, and procurement.

Leadership

  • Lead, coach, and develop a multi-site team of managers, buyers, coordinators, and clerks; build bench strength and succession.

How the Role Works with Group

Victory Farms is part of Victory Group, with sister operations in Rwanda and expansion underway in the region. The Group function sets standards: specifications, policies, procurement frameworks, and supplier panels for strategic categories such as feed, large CapEx, and major imports. The country team owns and executes the end-to-end sourcing and logistics processes – local sourcing, import clearance, warehousing, distribution, and all transactional activities. The Head of Supply Chain reports solid-line to the Managing Director, Kenya, with a dotted line to the Group Supply Chain Director, and is expected to deliver against Group standards without deviation unless approved by the relevant Group function.

Qualifications & Requirements

Must have

  • 10+ years of progressive supply chain experience in Kenya or East Africa, with at least 4 years leading procurement, warehousing, and logistics as an integrated function.
  • A background in high-volume, fast-moving product businesses – FMCG, food and beverage, dairy, edible oils, consumer goods manufacturing or distribution – known for tight cost control, working-capital discipline, and rigorous supply chain processes.

Job Description

Key Responsibilities:

Crane Operations

Safely operate overhead cranes ranging from 1.5-ton up to 10-ton capacity, together with other associated lifting equipment, to move products, equipment, and materials, verifying load weight, rigging, path, and signals before each pick.

 Assembly & Setup

  • Partner with the Lake Logistics team on the assembly, positioning, and disassembly of the crane on site, ensuring correct anchoring, alignment, and rigging before any lift is performed.

Daily Maintenance & Inspection

  • Complete pre-start and end-of-shift checks on the crane; cable alignment and wear, hydraulic hoses, oil and fuel levels, greasing of moving parts, tightness of bolts and attachments, condition of hooks, slings, and shackles, and washing of the machine. Record findings in the daily log and immediately escalate any defect that affects safe operation

Material Handling

  • Transfer materials to designated storage or staging areas, stack loads safely and efficiently, and verify counts of items received, moved, or dispatched against paperwork.

Safety & Compliance

Inventory & Stock Reconciliation

  • Oversee the daily, weekly, and monthly reconciliation of:
    • Fish Feed consumption
    • Fish Biomass across cages and nursery systems
    • Harvested Fish volumes
    • Inter-site transfers to Logistics & Processing Centres
  • Investigate and resolve stock discrepancies in collaboration with farm operations and store teams.

Stock Accounting & Control

  • Ensure proper accounting and reconciliation of Special inventory categories:
    • Fuel usage and balances
    • Consumable parts and operational supplies
  • Work with procurement and inventory teams to maintain accurate stock records.

Subsidiary Revenue Centres

  • Maintain and reconcile financial records for additional business units:
    • Staff Canteen operations
    • Circular Economy initiatives, such as waste recycling or byproduct reuse
  • Analyze profitability and cost structure of these units monthly.

Construction & Capital Projects

  • Assist in accounting and budget tracking for ongoing construction or infrastructure projects at the farm.
  • Reconcile actual spending with project budgets and maintain proper documentation for approvals and payments.

Financial Reporting & Compliance

  • Prepare timely reports on:
    • Inventory movement and valuation
    • Profitability of subsidiary units
    • Capital expenditure and construction tracking
  • Support internal audits and external compliance requirements by maintaining clean and well-organized financial records.

Cross-Department Collaboration

  • Liaise with Operations, Stores, Logistics, and Finance teams to align accounting records with on-the-ground activities.
  • Support process improvement initiatives in inventory control and cost management.

Skills and Qualifications

  • Bachelor’s degree in Accounting, Finance, or related field
  • CPA (Part II or higher) is preferred
  • At least 3 years of relevant accounting experience, ideally in agriculture, aquaculture, or manufacturing environments
