Associate, Human Resources at Population Services International (PSI)
What You’ll Do
- Recruitment
& Onboarding: Support recruitment processes of staff, ensuring
alignment with organizational standards and local legal requirements of
the assign office(s). Facilitate onboarding of staff, including
orientation on employment terms, code of conduct, and entitlements under
the assigned office(s).
- Employee
Relations & HR Administration: Maintain accurate personnel records
for the assigned office(s), ensuring confidentiality. Support the
interpretation and application of HR policies in the context of the
assigned office(s). Provide guidance on employee benefits, including
health coverage, leave entitlements, and retirement schemes. Act as a
contact point between staff and HR management for general queries.
- Compliance
& Contract Management: Prepare and administer employment
contracts, ensuring consistency with the assigned office(s) and local
labor regulations. Monitor probation, contract renewals, and terminations
in line with organizational policy, local labor laws, and office(s)’ obligations.
- Payroll
& Benefits: Support the preparation of payroll data for staff
under the assigned office(s). Ensure accurate deductions, reporting, and
compliance with statutory obligations. Assist in administering benefits
(medical, insurance, retirement) as per organizational policy and
provisions.
- Learning
& Development: Coordinate staff training and development
initiatives for the assigned office(s). Support performance management
processes, including annual reviews and performance improvement plans.

What You’ll Bring
- Bachelor’s
degree (or international equivalent) in a related field.
- At
least 3 years of related experience. Equivalent combination of relevant
education and experience may be substituted.
- Working
knowledge of HR operational functions and compliance requirements.
- Excellent
organizational and administrative skills with keen attention to detail and
timeliness. Able to multi-task and meet deadlines in ambiguous and rapidly
changing environments.
- Proficient
in MS Office Suite (Word, Excel, PowerPoint, SharePoint). Working
knowledge of HRIS-based software, ATS, LMS, and other HR systems
(Meridian, Unit 4, iCIMS). Able to pick up new technologies and systems
quickly.
- Able
to maintain complete confidentiality for sensitive issues and information.

What You’ll Do
- Support
the development and implementation of HR strategies for the assigned
office(s). Advise management on staffing, employee relations, and
organizational development. Contribute to workforce planning, succession
management, and HR analytics to enable data-driven decisions. Represent HR
priorities in leadership and cross-functional meetings. Support
organizational change initiatives, team-building efforts, and strengthen
assigned office(s) leadership capabilities through targeted training and
guidance.
- Lead
end-to-end recruitment, selection, salary analysis, and onboarding
processes; Ensure transparent, equitable, and values-driven hiring
practices; Oversee induction programs that orient new hires to PSI’s
culture and policies.
- Oversee
HR administration, including contracts, benefits, compensation, and
personnel files; Ensure compliance with local labor laws, donor
requirements, and internal policies; Maintain HR information systems
(HRIS) and ensure accurate reporting; Review and update HR policies and
procedures as needed.
- Coordinate
performance management cycles — goal setting, mid-year, and annual reviews
for the assign office(s); Support managers and staff in setting clear
objectives and development plans; Identify learning and development needs
and coordinate training initiatives; Promote a culture of continuous
feedback and professional growth.
- Foster
a positive and inclusive work environment aligned with organizational
values; Manage employee relations issues, conflict resolution, and
grievance handling; Lead staff engagement initiatives, surveys, and
follow-up actions; Promote equity, inclusion, and staff wellbeing
initiatives.
- Supervise
and develop team member(s). Make recommendations concerning employment,
terminations, performance evaluations, salary actions, and other personnel
actions. Set team and individual goals. Prioritize, organize, delegate,
and coordinate the flow of work. Enhance individual employee performance

What You’ll Bring

- At
least 1 year of supervisory experience is preferred as part of the overall
7 years of related experience.
- Demonstrated
ability to apply and support best-practice HR approaches that contribute
to consistent, high-quality HR service delivery in a fast-paced
environment.
- Proven
experience collaborating with local legal counsel and government offices
to understand local law and or host-country legal requirements for
expatriate and national staff, obtain necessary approvals, and help
resolve HR-related legal matters.
- Strong
written and verbal communication skills, with the ability to navigate
differing viewpoints and support constructive conflict resolution.
- Ability
to work effectively in situations involving complexity, ambiguity, and
organizational change.
- Solid
knowledge of labor laws, international HR best practices, and Host Country
Agreement provisions.
- Experience
supporting HR processes within Host Country Agreement or diplomatic staff
employment frameworks is preferred.

Associate, Data Analytics – DISC at Population Services International (PSI)
What You’ll Do
Support in synthesis of data user requirements, and document
data analysis and reporting needs related to supply and demand planning.
Identify, map, and perform data quality tests on supply and demand data sources
including LMIS, warehouse, pipeline, consumption, and training data. Design,
build and continuously improve interactive dashboards to enable country and
global teams to track key supply performance indicators, integrate relevant
demand signals, and generate actionable, data-driven insights to support supply
planning, early warning, and performance management across the DISC portfolio.
- Work
in close collaboration with the Supply & Demand Planning Advisor to
refine analytical approaches that integrate demand trends, consumption
patterns, and program outputs into supply analytics, performance
monitoring, and early warning systems.
- Translate
planning and programmatic requirements into analytical specifications and
indicators, and ensure dashboards and analytics products are aligned with
evolving supply and demand planning needs.
- Support
the harmonization and transformation of multi-country supply and demand
datasets.
- Contribute
to the development and maintenance of data transformation workflows that
standardize data from different country systems and formats, generate
common cross-country indicators, and support consistent supply needs
projection and analysis.
- Collaborate
with data engineering colleagues to specify, test, and validate automated
pipelines and transformations as systems evolve.
- Support
in providing technical assistance and building the capacity of country
project teams on data analytics and visualization. Advise teams on
interpreting dashboards and analytics outputs for supply and demand, and
act as the frontline user technical support for country teams to rapidly
troubleshoot and solve issues with their data quality, indicators, and
dashboards.
- Support
the development of supply analytics, demand trends, and integrated insight
reports and knowledge products for internal and external dissemination.
- Lead
on development and maintenance of technical documentation related to
supply analytics and dashboards, including SOPs, user guides, training
materials and other related documents.

What You’ll Bring

data management, analytics and data visualization skills. Experience
working with incomplete, complex, and inconsistent data sets preferred.
- Technical
proficiency in one or more of these programming languages/tools (R,
Python, or SQL).
- Experience
using data analysis and visualization tools (e.g. PowerBI, Superset,
Tableau).
- Experience
with health supply chain, LMIS, HMIS, warehouse, or VAN data is strongly
preferred.
- Ability
to analyze complex issues and solve problems with creativity and practical
solutions.
- Ability
to operate with limited supervision and latitude for independent judgement
to achieve desired outcomes in a fast-paced multi-stakeholder environment.
- Ability
to develop and maintain relationships with internal and external
