Role Summary

One major challenge is the increasing cost to run government, coupled with decreasing quality of public services. It is unsustainable for citizens to pay higher taxes while getting less in return. Technology can help break this cycle – not just improving, but fundamentally redesigning Government to enable a more efficient, data-driven, and agile State. Technology offers the opportunity to rethink the processes within the public sector, and the design and delivery of public services. If leveraged successfully, technology and data can increase governments’ agility and make public services more inclusive, proactive and personalized.  

The Senior Advisor, for Digital Government and Public Services will contribute to the evolution of TBI’s tech offer, supporting senior political leaders with the transformational solutions to improve public service delivery and government operations.  You will work in close collaboration with TBI country teams and our clients to lead scoping and partnership discussions, identifying areas of catalytic potential aligned with Head of State priorities.  

­­­­­­­­­­­­­­­­­­­­­­­This is a crucial role for the Institute at the senior level of our advisory expert track and will be held by an exceptional candidate with deep and extensive experience in digital government, public services, and senior political advisory.  Travel is significant; expected approximately 30% of the time to work hands-on in support of teams delivering initiatives with senior political leaders and governments.

Key Responsibilities

Offer and solution development

  • Offer Strategy: Develop, enhance, and continually evolve our offer strategy and solutions for our support to senior political leaders on topics of digital government, digital transformation, digital public services, working collaboratively with other senior experts to seamlessly integrate various aspects of digital transformation (e.g. Digital Identity, National Digital Infrastructure, Data for decision making, AI, etc.) into a comprehensive offer for Governments.
  • Tech Solution Development: Maintain relentless focus on developing practical, implementable solutions, tools, frameworks, and models which enable and enhance our teams’ delivery. Proactively identify and translate insights from upcoming trends to generate new solutions to enhance our support to senior political leaders for digital transformation and digital public services. Contribute to the establishment of partnerships with private vendors for the co-development of tech solutions to address the needs of our clients.
  • Best Practices: Galvanise the collection and sharing of lessons and best practices from across the portfolio and draw on and represent evolving global best practice leveraging your network and knowledge and working with Policy & Politics (P&P).

  • Client Service: 70% of time dedicated to advancing client service priorities, ensuring we are bringing the best of TBI in digital government and service design and delivery.

  • Learning and Development: support the training and enablement of TBI country teams and wider institute to understand our offer and utilise tools and best practices to improve capacity and impact of our work.
  • Products development: work closely with the AI Incubator to ensure that products development responds to clients’ demands and leads to products that can be scaled.

  • Thought leadership: Provide senior-level representation as a global subject matter expert, including presentations, for TBI at strategic, high-profile external fora and events.  
  • Partnerships: contribute to develop and enhance our network with the private sector, leading innovators and implementation partners in the digital government space for wider client impact.
  • Business development: Bring subject matter expertise to conversations with key donors, clients, and income opportunities as required to support TBI financial health. 

Person Specification

  • Significant experience in government, or government advisory, related to digital transformation and delivery of digital government and innovative public services design and delivery.
  • Experience in developing and implementing a digital government strategy, or driving digitalization efforts in the public sector, or establishing a vision and framework to leverage data and technology to innovate service design and delivery (e.g., fostering data interoperability for sharing and reuse, adopting UX service design).
  • Familiarity with the policies and regulations needed to foster and enable technology deployment and adoption in the public sector and ability to make recommendations and propose specific solutions to senior political leaders to ensure safeguard in the interest of the public good (e.g., data privacy, data sovereignty).
  • Experience in identification of project opportunities and strategy development, preferably in the tech sector, or linked to government advisory.
  • Demonstrated ability to work effectively with a wide range of government and non-government actors, including the private sector and development partners.
  • Excellent communicator able to effectively convey complex or technical topics to senior political leaders or nontechnical parties.

The Ministry of Investment, Trade and Industry aims to promote and facilitate new investments in Kenya through the Kenya Investment Authority (KenInvest).  KenInvest is a statutory body established in 2004 under the Investment Promotion Act No. 6 of 2004 whose mandate is to promote and facilitate domestic and foreign investments in Kenya.  KenInvest as an Investment Promotion Agency has established a one-stop facilitation and acceleration mechanism to support sector specific Investments as well as build capacity for accelerating strategic deals.

TBI is providing embedded advisory support to the KenInvest CEO to establish, operationalise, and deliver impact through a new KenInvest Deal Room. The KenInvest deal room will accelerate strategic private and public sector investments that require government support offering a coordination, agile problem solving, escalation and deal actualisation support.

The Tony Blair Institute for Global Change (TBI) seeks one exceptional candidate to serve as Delivery Associate 0 systems and reporting  within the newly operational KenInvest Deal Room of Kenya Investment Authority. Kenya Investment Authority (KenInvest) is a statutory body established in 2004 under the Investment Promotion Act No. 6 of 2004 within the Ministry of Investments, Trade and Industry (MITI) that promotes and facilitates domestic and foreign investments in Kenya. This position is a key delivery leadership role tasked with driving strategic green and non-green investment projects to deal close, implementation, and aftercare. 

TBI is providing embedded advisory support to the KenInvest CEO to establish, operationalise, and deliver impact through a new KenInvest Deal Room. Reporting to the Deal Room Director, the Delivery Associate- Systems and reporting will develop the investment pipeline tracking, escalation and coordination tools that will support problem solving and coordination for the deal room and key stakeholders. This role is pivotal to KenInvest in the development of tools for tracking, escalation and analysis pivotal for operational routines that lead to investment acceleration into deals.

This role provides the opportunity to shape the frontlines of Kenya’s economic transformation, delivering real-world impact by moving high-stakes deals from concept to reality.

Key Responsibilities

1.System Development and Digital enablement

  • In collaboration with KENINVEST deal room, analyse the business need for the deal room and recommend the best fit solution.
  • Design in collaboration with the deal room director and oversee the implementation of digital tools for investment pipeline management and deal room operations.
  • Incorporate emerging technologies (i.e AI) in the system design to process diverse data sources and simplify workflows.
  • Support investment tracking platforms and ensure accessibility, user-centric design and security of the deal room tools
  • Support integration and interoperability of system tools with other government data sources and stakeholder platforms or user interfaces

2. Reporting and Analytics

  • Support the deal room director on dashboard design and iteration exercises to align with pre-agreed KPI’s, documented bottleneck and deal progression stages
  • Generate real-time insights from system data to support strategic decision making for deal room operations, cross-functional coordination with deal owners (sector leads) and Technical Investment Committee preparedness
  • Prepare routine and on-demand analytical reports for key internal stakeholders and relevant public sector actors for active strategic deals in project mode
  • Coordinate with Pipeline managers and analysts at the deal room to ensure consistent data

3.Operational Coordination

  • Support coordination of cross government tasks teams by availing up to date data and system status reports
  • Ensure consistent data input for effective pipeline management such as clear escalation paths and targeted interventions

4. Capacity Building and Knowledge Management

  • Train KenInvest and deal room staff on use of new digital tools and system including ad-hock iterations that support deal room coordination with key stakeholders.

  • Support delivery culture formation through continuous collecting of user feedback and adaptation to deal room tools

Reporting

  • The delivery Associate will report directly to the deal room director and administratively with the project lead and country director oversight.
  • The consultant should finalize their workplan within 10 days of starting, with support from the deal room director and TBI technical and delivery team.
  • The consultant is expected to provide weekly updates during the delivery team meetings, keeping the team informed about their progress and any challenges or issues they may encounter. They will use the tools provided for the project e.g., trackers and presentation templates.
  • Consultant will attend meetings and program activities of the institute to foster institutional knowledge transfer and cross program learning across the institute
  • Additionally, the consultant will prepare monthly progress reports for the program lead, summarizing their achievements, milestones reached, and any recommendations or insights they have gained.
  • Towards the end of the consultant’s term, they will be responsible for sharing comprehensive hand-over notes. These notes should include lessons learned from their support during the duration of the project, along with any relevant supporting documentation that will facilitate a smooth transition for future activities or team members.

We are hiring for the Graduate Associate Intern – Finance, this is a role in a fast-paced team, working within complex divisions that are highly scrutinised.

Therefore, the successful candidate for the role should be able to display the majority of the following:

  • Bank and Cash Reconciliations: Ensure timely reconciliations of TBI bank accounts both UK and overseas including petty cash/foreign currencies/ in country trackers/credit cards/prepaid card.
